The idea was to take the Western sector in the hope of gaining more power. Russia was not as advanced as France and would take longer to mobilize their troops. The plan was for Germany to mobilize their troops and surprising France. They would do this by traveling through neutral Belgium and then attacking Paris. In the time that it took Russia to meet Germany at the Eastern Front the Germans were to have overtaken France. It would also an attempt to make Britain back out of the war. The main goal was to gain for power From France.
The plan was enacted in August 1914 though it was not successful. There were more Russian Troops then initially conceived. There was also mis-communications among the Generals on the battle field and army headquarters. Also the early pulling out of German troops made France Advance. Also Britain ended up joining the war.
